Lowering the cost of government / Protecting the taxpayer.
As County Commissioner, I:
- organized and hosted El Paso’s first-ever Shared Services Summits (2008, 2009), bringing together multiple school districts and municipalities, the hospital district, community college and county. These summits created a shared technology data center, joint purchasing, integrated IT services, and other projects that save the taxpayer millions of dollars.
- supported a streamlined budget, cut costs and held taxes steady.
- worked closely with our State House and Senate sponsors to enact legislation creating a county ethics commission to protect taxpayers.
Improving Access to Health Care, Quality of Life and the Economy
As County Commissioner, I:
- ensured there was a public vote on our children’s hospital;
- worked with representatives locally and throughout Texas to make the case in Austin for investment in our local mental health system.
- am actively working on the Medical Center of the Americas board to create a world-class medical center around UMC /Texas Tech.
- successfully fought federal healthcare cuts. This effort, undertaken with other local leaders, prevented a $25 million loss to El Paso County.
- secured $2.5 million in investments for Ascarate Park (including cleanup of the old Western Playland site that was scheduled to remain an unsightly blight until 2016).
- supported improvements to rural parks outside the city limits.
- supported the first county building codes bill in Texas—historic legislation that finally gives the county some regulatory power to combat unsafe development outside the city limits.
- supported economic development projects that create good jobs and expand our tax base.
- conceived of and coordinated an eco/nature tourism group to draw visitors to El Paso to enjoy our beautiful outdoor assets and bring much needed spending to stimulate our economy.
- participated in and helped shape downtown revitalization.
